I had the same thing happen and was dumbfounded when I was told I had to walk up the street to a UPS box and fill out a form there. I will not be using that "UPS store" again.

Staff member lied to me
I shipped two packages from UPS store 3416 in Clarksville, TN. I wanted them held at a UPS customer center on arrival in Tacoma, WA.
The UPS store employee told me that customers can't go to UPS, only UPS stores. Right! - that's why UPS has customer centers and those have posted hours of opening, isn't it? I was just at the customer service center in Clarksville the week before, but unfortunately I needed to drop off these packages on Saturday, when UPS isn't open.
Hold for pickup is free at UPS customer centers but available for a fee at UPS stores, and that was why she lied about it.
It's fine for UPS store employees to say that they don't know anything about UPS, since UPS stores aren't affiliated with UPS in any way. It is not so fine to lie about the fact that customers can go to UPS service centers.

The UPS Stores are not UPS! We do not set the guidelines on your drop off packages.
We do not have access to use UPS account numbers to verify the validity. Therefore UPS needs to inform their customers that your drop off packages need to be boxed, taped and ready to go with the label on it when you take it to a The UPS Store. We can scan it and give you a receipt. That's it!
If the item isn't packed or even taped we have to charge you. UPS does not give us free boxes, tape or other supplies for their customers to drop off. I, as a The UPS Store employee for many years have been cussed out, threatened, called racist and yes, even had packages literally thrown at me under the assumption I was there to supply free boxes, tape and bill to an account number. We are a small business.
Just like a mom and pop store. We would love to help you in any way we can, but these are things we can't do. We are more than a drop off counter for UPS. We notarize, print, bind, laminate, rent mailboxes, pack and ship via mail and UPS (for those of you without acct #).
I understand it's confusing because we have UPS in our name, but we are just a franchise who is controlled by UPS. Me, I enjoy doing what I do because the satisfied and returning customers out weigh my disgruntled drop off customers. I have even turned drop offs into my customers. Support your small businesses folks.
Don't go on a tirade because they are being controlled by a larger parent company. Support the community around you and use the small businesses. You just may like the customer service better knowing actual people there are trying to make a living just like you.

The two previous posts by "Will" and "nanny nanny boo boo" are 100% correct. The UPS Stores are privately owned franchises- not owned by UPS.
So, if the store used your account number they would make absolutely no money at all-yet they would risk getting billed for the shipment if the account owner disputes that charge!
Almost no UPS Stores I've ever heard of accept 3rd party account numbers, so I don't know who would tell you to go to a UPS Store! I'm pretty sure the store is happy you're not going there again, so you won't waste their time!

No, that's all very wrong. My parents have owned a store for 15 years, I've worked there for the past 5 years.
I know everything about how the stores work. UPS owns our corporate office Mail Boxes Etc, the franchiser. So, UPS owns the name "The UPS Store" and the logo- we pay royalties on both. UPS also owns the software we use, we pay a fee on each package we process using the software.
The individuals own everything else, the computers, equipment, and furniture. The contract we sign every 5/10 years has nothing to do with "leasing" the store, it simply states the terms & conditions we abide by and what we pay.
It is up to each store whether we use a 3rd party account #. We CAN use a 3rd party account number, the software is specifically designed to put one it.
But we chose not to because we can't verify it and we would make no money doing it. Our home office wants us to because it is more convenient to UPS's customers.
Inconvenience you say? Here's the deal, the ups store is a retail location, not a wholesale location.
They have no way of knowing what discount may apply to that account, and as the previous poster noted, would make no money servicing your package.
So they would be performing a service, not be getting paid, be taking a risk on a charge back if the account info is bogus, and their franchise agreement(from ups) specifically forbids them from accepting six digit account numbers.
The people that inconveniences you were the mor0ns who told you to use that number at a retail location.
If you wanted convenience you should have paid the retail price and you could have been done with the whole thing.
Foolish.
UPS Stores print out labels under their account, and will not ship under a different account number. The main reason for that is that they make literally no money when a package is shipped under another account number.
So, what they'd be doing is providing you a service for free, which no store is going to do and stay in business. If you had gone to a UPS Center, you could have used your own account number no problem, but UPS Stores are completely different; they are individually owned and not operated by UPS, so having a UPS account pretty much means squat to them.
